The NSW Police College in Goulburn is one of a small number of locations where men and women can study to become a police officer in NSW. The Campus, which has been run by Charles Sturt University has accommodation for 650 students. Cirrus was approached by students from the College who did not have access to the Internet whilst onsite, and with the support of NSW Police, Cirrus deployed a WiFi network across the residential area of the College. The Internet plans are designed to suit the medium term requirements of the students and are purchased online. Cirrus leveraged its coverage in the Goulburn region to deliver the service.

- Students connect online using standard Wi-Fi connections and purchase access plans directly online.
